Special Election Primary: Baltimore County Voting Hours, Polls

Here's what you need to know before heading to the polls in Baltimore County for the House District 7 primary race.

BALTIMORE COUNTY, MD — Maryland's special primary for House District 7 seat is Tuesday and some Baltimore County residents will be heading to the polls. Democrats and Republicans will each be tasked with selecting one candidate to finish the term of U.S. Rep. Elijah Cummings, who died Oct. 17.

There are 32 candidates in the primary: 24 Democrats and eight Republicans. The special primary will decide a nominee for each party. After Tuesday's special primary, a special general election will be held April 28 to choose the candidate who will assume Cummings' seat until the term ends in January 2021. Political experts believe that whoever fills the seat likely will pursue a two-year term that would begin Jan. 3, 2021.

Some of the candidates vying for the seat including Maya Rockeymoore Cummings, Cummings' widow and a former Maryland Democratic Party chairwoman; University of Baltimore law professor F. Michael Higginbotham; Maryland House of Delegates Majority Whip Talmadge Branch; state Sen. Jill Carter; state Del. Terri Hill; state Del. Jay Jalisi; former Rep. Kweisi Mfume; Liz Matory, the 2018 Republican nominee for the 2nd Congressional District seat; and longtime Cummings staffer Harry Spikes.

Here is some information to remember for Tuesday:

Some first-time voters in Maryland will be asked to show ID before voting. If you are asked to show ID, show an election judge one of the following forms of identification:

  • A copy of a current and valid photo ID (i.e., Maryland driver's license, MVA ID card, student, employee, or military ID card, U.S. passport, or any other state or federal government-issued ID card); or
  • A copy of a current utility bill, bank statement, government check, paycheck or other government document that shows your name and address. Current means that the document is dated within three months of the election.
