Why didn't Baltimore County give all schools a 2 hour delay?

Yesterday we were dealing with the remnants of an ice storm. We have trees in the back of our house, they are a considerable distance from the house, but   yesterday morning the branches were touching our bedroom window. The limbs were so heavily laden with ice that we prayed for the thaw to come, and come soon. All day long we could hear loud mounds of ice hit the ground. Fortunately, for us we did not lose our power, but we were left with branches all over the deck, the driveway and the front of the home. I knew that the schools would probably be opened today, but I also believed a 2 hour delay was warranted. Well this morning I learned the county did not share my point of view. The schools without power were closed, and the rest of the county was told to be on time the doors would be opened. I just spoke with a friend of mine who drops her daughter off at Randallstown High School. They leave their home while it is still dark. They had to slip and slide all the way to school because most people do not live on 695 which is the guidepost used to say the roads are clear. People live off the back roads and they have to get to the main roads, and Newsflash: alot of county schools are also on the backroads. When she arrived at the high school the parking lot was clean, but the sidewalk was not and her daughter had to navigate the sidewalk to get to the bus stop. On her way home she saw kids standing on those back roads waiting for the bus to take them to school. Black ice provided a dangerous glaze to many back road journeys this morning. We get it the school only has a certain amount of snow days, but today is a very cold day, and last night was a cold night. All of that ice that thawed yesterday froze last night and it made this morning's commute a little dicey. What do you think? Was a 2 hour delay necessary today?
