Crime: Arrest Warrant Issued for Man Who Allegedly Tried to Burn Down Apartments

Fitzgerald Court, unit block. At approximately 3:45 p.m. July 20. Police responded to Skylark Point apartments for a report of a tenant who allegedly made a suspicious comment as he turned in his keys. The tenant was to be evicted at the end of July.
Apartment staff checked the tenant's former apartment and found all of the gas burners turned on high and the pilot light in the oven extinguished. The fire department responded to the scene, evacuated nearby residents and ventilated the apartment before an explosion or fire occurred.
A warrant has been issued for the arrest of 29-year-old Kendell Dowley Ruan on a charge of attempted first-degree arson.

Acton Road, 3200 block. Between 11 p.m. July 19 and 1:15 a.m. July 20. Jewelry, cash, a wallet, car keys and a car were stolen from a home. A burglar entered the residence through an unlocked front window, stole the jewlery, cash, wallet and keys, then exited through a side door into the attached garage. Once inside, the burglar stole the victim's 2006 maroon four-door Buick LaCrosse with Maryland license plate 695AVJ and fled.
Old Harford Road, 7800 block. Between July 15 and 8 p.m. July 21. A lawnmower and a snowblower were stolen from an unlocked shed.

Old Harford Road, 8600 block. Between 3 and 10 p.m. July 10. A flat-screen television was stolen from a gazebo in a fenced-in yard. Burglars forced their way past the fence, entered the unlocked gazebo and stole the television.
