The following description is provided by Baltimore County Legacy Web:
One worker stands at the base of a transmission tower jotting an entry after taking a reading through the theodolite on the tripod in front of him; a second worker seems to be laying something on the ground or digging. A plethora of steel framed transmission towers mar this otherwise bucolic scene. There is only a handful of houses seen among the trees.
