The Shoppes at Perry Hall Breaks Ground

A groundbreaking ceremony Tuesday morning marked new phase of development on Belair Road.

A new retail center is on its way to becoming a reality in Perry Hall.

A groundbreaking ceremony marked the start of construction at The Shoppes at Perry Hall, which will create a retail center anchored by Seasons Pizza at 8833 Belair Road.

The property has been rundown and vacant for several years after plans to demolish and rebuild a shopping center got stuck in “bureaucratic rabbit hole,” Baltimore County Councilman David Marks previously said.

Marks has worked to generate interest in and resources toward revitalizing downtown Perry Hall, including this property, which used to house Regester Square, containing Seasons Pizza Express, Malina Seafood & Market and Fluf-N-Fold laundromat.

“One of the oldest commercial properties in northeastern Baltimore County, the retail area is in the heart of Perry Hall’s commercial revitalization district,” Marks said in a statement. “I am happy this eyesore will be eliminated on an important stretch of the Belair Road corridor.”

The Shoppes at Perry Hall will contain brick features and a sign for Downtown Perry Hall as well as landscaping.

Marks joined with project leaders Tuesday morning for the groundbreaking. He credited Perry Hall’s revitalization district with helping to encourage developers to invest in the area.

“Since we created the Perry Hall commercial revitalization district, occupancy rates [have] increased at nearby shopping center, and there has been much interest in redeveloping our older areas,” Marks said.

Perry Hall’s revitalization district includes Belair Road from Blakeley Avenue in the south to Minte Drive in the north. It also includes Joppa Road, between Seven Courts Drive and Belair Road, as well as Ebenezer Road, from Belair Road to Yvonne Avenue.

The developer of The Shoppes at Perry Hall is John Mazarakis, while King Construction has been contracted to do the construction, according to Marks.

Marks tells Patch the project should take approximately six months.
