Pikesville Woman Suspected In Fatal Hit And Run: Police

PIKESVILLE, MD — A Pikesville woman came forward Sunday after a deadly hit-and-run on Interstate 83, according to Maryland State Police.

Whitney D. Flanigan, 30, of Pikesville, was allegedly driving a 2001 BMW X5 that authorities say was responsible for killing someone early Sunday morning.

The blue BMW allegedly hit a man and his Mazda, which was parked on the shoulder of the ramp from I-83 north to the outer loop of I-695, then left the scene.

Ramon J. Purvey, 30, of Owings Mills, was outside his Mazda 3 at the time, which was parked on the shoulder along the ramp from I-83 north to I-695.

Purvey was pronounced dead at the scene, and police said the vehicle responsible was nowhere to be found. The SUV had accelerated afterward and driven away, authorities allege.

Flanigan and her lawyer came to the Golden Ring barrack at approximately 3 p.m. to discuss the crash, according to officials, who said charges are pending against her.

The BMW SUV belonged to a family member of Flanigan and was located in Owings Mills, police said. Authorities had issued information about the BMW earlier in the day in hopes of finding its owner, stating it had damage to the passenger side, Pennsylvania tags and a missing mirror, which was left at the scene.

Before filing any charges, officials say they must review the crash and present their findings to the Baltimore County State's Attorney's Office. Police are still investigating the factors that contributed to the collision.
