Bethesda Driver Charged With DUI In Fatal Rockville Crash

A Bethesda man is charged with driving drunk after he ran from a crash scene; a Rockville scooter driver was killed, police say.

ROCKVILLE, MD — A Bethesda man is charged with driving drunk after he ran from a crash scene where a Rockville scooter driver was killed, police say. The collision occurred shortly after 11 p.m. Saturday at the intersection of Rockville Pike (Route 355) and Congressional Lane.

Investigators say the driver of the scooter is Ross Stanley Redler, 56, of the 5900 block of Halpine Road in Rockville. He was taken to a local hospital with life-threatening injuries, where he died.

Redler's 2014 Tao Tao Scooter was southbound on Rockville Pike approaching Congressional Lane. At the same time, a 2008 BMW 335xi was attempting to make a left turn from northbound Rockville Pike onto westbound Congressional Lane and the two vehicles collided on Rockville Pike. After the crash, police say the driver of the BMW stopped on Congressional Lane and ran from the vehicle.

Police soon found the driver of the BMW — Mark Steven Andrade, 24, of the 7500 block of Democracy Boulevard in Bethesda — on Congressional Lane and arrested him for driving under the influence. He was not injured in the collision.

This remains an open investigation. Investigators will consult with the Montgomery County State’s Attorney’s Office to determine if Andrade will be charged with additional offenses related to the crash.
