Leisure World residents must not forget the infamous words of Phillip H. Marks: "not worth the hassle"

"The BOD explains the current admin building, constructed in the 1960's, has mold, a faulty HVAC system and is cramped. The cost of an engineering study, renovations, repairs and county code improvements are not worth the hassle says one board member."
Marks explains that the current administration building is in a sad state of disrepair. The list of issues include mold, an antiquated HVAC system and inadequate workspace for a growing workforce at Leisure World.
Question: So, who is responsible for the "sad state of disrepair including mold and antiquated HVAC system"?
Answer: In a nutshell - Leisure World General Manager Kevin Flannery and as public records reflect, the personally pecuniarily challenged financial "whiz-kid", Phillip H. Marks.
Example #1: Kevin B. Flannery:

Now well beyond his employee expiration date, for 13 of the 35 years Flannery has been an extraordinarily overpaid LW employee, he has been daily holding court in the very same administration building reported to be in "a sad state of disrepair."
A. WHY, when it is his obligation to "oversee management of the property and assets of the LWCC, has Flannery allowed this building to deteriorate around him, to the condition Marks describes?
B: IF as described, WHY has Flannery allowed the employees to continue working in such unhealthy conditions?

Apparently, Marks has revealed yet another violation of Flannery's contract and cause for his employment termination:

(Just for yuks): One of the many "under the table" perks added to Flannery's resident funded $204,000 annual salary PLUS++ all paid benefits (including 5 weeks paid vacation) - extracting approximately $250,000 annually from the Leisure World member/unit owners, is his easy office entry/exit parking - afforded to him by security's blind eye immunity to Flannery's frequent $250 fire lane parking violation of law.

Example #2: Phillip H. Marks - who is more often than not, seen going in and out of Flannery's office - located in the "sad state of affairs" administration building:

Presenting an obvious conflict of interest, amongst the many "double dipping" Committee positions to which "Phil" has been "assigned":
#1: Chair, LW Budget & Finance Advisory Committee: "Preferred Member Qualifications: The member qualifications most useful in handling the responsibilities of the Budget& Finance Advisory Committee are an understanding of finance, budgeting and accounting.
Also it is preferred that each member has the ability to communicate using email."
#2. LW Audit Advisory Committee: "Determine the need for, and recommend, management type (economy and efficiency) audits of selected Trust operations"

#3. LW Physical Properties Advisory Committee: "Review the maintenance, repair plans, and programs of all Trust facilities, including but not limited to, the following: Clubhouse I and II, Cascade Area, Administration Building "

LW Community Planning Advisory Committee: "Preferred Member Qualifications: The member qualifications most useful in handling the responsibilities of this AC (advisory committee) are backgrounds with the professional ability to respond to various project developments and planning scenarios from a community perspective."
