Man Poses As Doctor, Then Steals from 'Friends': Police
Montgomery County residents have been fleeced by a man who claims to be a doctor to bilk "friends" out of large sums of money, police say.

TAKOMA PARK — A Takoma Park man with a history of arrests for conning people out of money under the guise that he is a doctor and can help them find employment has been arrested in Arlington, Virginia, authorities say. Police are asking for possible victims to come forward after recently arresting Willbrod Frank Lukamilwa, 42, of Takoma Park, also known as Frank Wilbert Ramaphosa, for credit card theft.
The latest incident happened Nov. 28, when the Arlington County Police Department arrested Lukamilwa, who had reportedly entered a woman’s apartment while she was away. He had befriended the victim several weeks earlier and had possession of and had completed transactions with the victim’s credit cards, says the Arlington police report.
Lukamilwa, 42, was arrested by Montgomery County Police back in June for allegedly committing a theft scheme in Maryland. In 2012 Lukamilwa fraudulently represented himself as head of nursing at a local hospital, telling the victim that he could help him get into a nursing program, the report says. In reality, Lukamilwa took $13,500 in "tuition" from the victim, and then cut off all contact.

On June 14, Montgomery County detectives were distributing wanted flyers about Lukamilwa to businesses in the downtown Silver Spring area. When detectives had completed their work and were driving to another location, they saw Lukamilwa crossing the street in the area of Colesville Road and Georgia Avenue.
Detectives stopped him and he was arrested on a Montgomery County arrest warrant.

Police say Lukamilwa has a history of alleged fraud schemes and detectives believe there may be additional victims. The suspect is known to befriend men and women under the ruse that he is a doctor or is associated in the medical field. He may make promises of obtaining employment for the victims in exchange for a monetary fee. No employment is ever secured.
Lukamilwa may also defraud individuals by gaining their trust and then beginning to borrow large sums of money, without the intent to repay, police said.
Lukamilwa faces charges of unlawful entry, credit card larceny, and credit card fraud in the Arlington case.
