MoCo Man Accused Of Illegally Selling Alcohol At His DC Restaurant

The owner of Moi Moi restaurant in Northwest D.C. was arrested Saturday and charged with selling alcohol without a license.

WASHINGTON, DC — A Silver Spring man is facing charges after police said he illegally sold alcohol at his Northwest D.C. restaurant.

Police said Howsoon Cham, 54, was arrested Saturday and charged with selling alcohol without a license at Moi Moi, a D.C. restaurant known for its West African cuisine.

According to a release from the Metropolitan Police Department, the restaurant's license to sell alcohol was revoked in February 2024 after authorities investigated a series of violent crimes connected to the eatery located in the 1600 block of K Street. The crimes included a homicide, multiple shootings, assaults and alcohol sale violations.

Following the incidents, the Alcoholic Beverage and Cannabis Administration revoked Moi Moi's license to sell alcohol and barred Cham from obtaining another license to sell alcohol for 5 years.

On Feb. 3, MPD officers responded to Moi Moi for a report of a shooting in front of the restaurant. Shortly after, authorities discovered the restaurant had continued to sell alcohol without a license.
