York Road Sidewalks

Replacing what appear to be good sidewalks instead of fixing York Road where we drive.

These days all we hear about are budget shortfalls and higher taxes. So as I travel up York Road between Padonia and the Fairgrounds property I noticed the following. York Road is much like a patch quilt of misc. road patches and steel plates and I am sure there are smoother roads in Baltimore City. Yet contractors are tearing up what appear to be perfectly good concrete sidewalks and handicap ramps along the West side of York Road. Really this is what our taxes are paying for? The road chatters your teeth but they are replacing the sidewalks? Seems like a total waste of time and materials to replace perfectly good sidewalks.  If anyone can explain why please feel free. Is it the growing population of latino bike riders along York Road who always pedal on the sidewalks instead of the road. Please explain
