(foxbaltimore.com) — Drivers near White Marsh will see major, years-long changes on I-695 as Maryland spends $184 million to add a part-time shoulder lane between I-70 and Route 43 by 2028. The state says the project will ease some of the Beltway's worst congestion, but many commuters worry about safety, confusing traffic patterns, and how strictly shoulder use will be enforced.
