"The program is based on data and research regarding the specific challenges women face working in local government," said Axtell. "We developed this curriculum to give women the tools to grow in their roles—or take that next step—so that wherever they are, they can be a leader.’’
Devon Sicard, Regional Director of Operations for Waterstone, opened the program by sharing her personal professional journey to leadership within EPOCH, starting as a nurse and working her way up the ladder to her current position.

“Leadership is rarely about having a perfect plan. It’s about being open to learning, being willing to step forward when opportunities arise, and growing through the experiences you have along the way,’’ she said. “That’s exactly why programs like this one are designed to support you, to guide you. They create space for reflection, skill building, and connection with other women who are also committed to leading and serving.”
The graduation concluded with a reception at the Waterstone of Lexington community, celebrating the achievement of the participants who are now poised to lead with renewed confidence and specialized expertise.
