Andover Resident Charged With Voter Fraud In 2024 Presidential Election

The Chinese national is accused of impersonating another Chinese national and targeting the victim for deportation.

ANDOVER, MA — A Chinese national living in Andover was set to appear in federal court in Boston on Wednesday to face voter fraud charges after he was accused of impersonating a fellow Chinese national in falsely submitting a registration and ballot in the 2024 presidential election, then accusing the person he impersonated of voter fraud in a scheme that nearly led to the victim's deportation.

The U.S. Attorney's Office said Yupeng Sun, 33, is accused of submitting fraudulent immigration forms and voter registrations that led to the people he was attempting to impersonate having their Green Cards confiscated and being threatened with removal from the country.

According to court documents, Sun submitted an online voter registration through the Secretary of State's website impersonating another Chinese national from Malden.

He then submitted an early voting ballot in the victim's name at Malden City Hall for the 2024 presidential election.

Sun is also accused of sending several anonymous tips in April and May 2026 to Homeland Security Investigations and U.S. Citizenship and Immigration Services stating that the victim "illegally voted in the 2024 U.S. presidential election" and noting that "(h)e is not a U.S. citizen but a permanent resident."

The U.S. Attorney's Office said court documents showed Sun impersonated the same Chinese national and his Chinese national wife in fraudulent forms submitted to USCIS in April 2024 requesting to abandon their legal permanent resident status.

When the couple returned from an international trip in June 2024, they were forced to undergo a secondary inspection at Logan Airport in Boston, had their Green Cards confiscated, and were placed into removal proceedings allegedly as a result of Sun's submission of fraudulent forms, the U.S. Attorney's Office said.

The charges of fraudulent registration and fraudulent voting each provide for a sentence of up to five years in prison, three years of supervised release, and a fine of $250,000.

The defendant is subject to deportation upon completion of any sentence imposed.
