Andover Planning Board Takes Action On Development Fees, Land-Use Items

The Andover Planning Board considered fee changes, easements, condo documents, and a bond reduction at its recent meeting.

ANDOVER, MA — The Andover Planning Board approved several land-use actions and updated its application fee schedule during a Jan. 13 meeting, according to the meeting minutes.

The board unanimously approved changes to the town’s application and review fee schedule related to large mixed-use developments in the Multifamily Overlay District. On a 5-0 vote, the board added a new line item establishing fees of $500 per application plus $500 per dwelling unit, along with 20 cents per gross commercial square foot, removing a previous reference to a 200-unit limit.

Board members said additional analysis would be needed before considering caps or tiered fee structures.

Earlier in the meeting, the board also voted to accept and approve the master deed and declaration of trust for the Townsman’s Row condominium project at 33 Chestnut St. Members supported the measure in a 3-0 vote with one board member recusing himself from the discussion due to a conflict of interest .

The board also unanimously approved a reciprocal easement agreement tied to a previously permitted multifamily development at 7 Tantallon Road. The agreement addresses shared access, utilities, visitor parking, and snow storage involving a neighboring property at 16 Haverhill St.

Later in the meeting, the board approved a bond reduction for Weeping Willow Estates to $157,200, following a recommendation from the Department of Public Works. The measure passed after discussion confirming most site work had been completed.
