Participating shops, restaurants and other businesses in Downtown Andover are expected to hand out treats to costumed visitors during the event. Trick-or-treaters will be greeted in front of Old Town Hall during the Oct. 28 event. The town has set its official Halloween trick-or-treating hours for Oct. 31 from 5 to 7 p.m.
