Andover Town Manager Releases Proposed Budget

Andover will weigh in on the budget proposed by Town Manager Andrew Flanagan at the town meeting this spring.

ANDOVER, MA — Town Manager Andrew Flanagan has released a proposed budget that calls for an increase of 5.08 percent over the current fiscal year.

The fiscal year 2025 proposed budget total is $246.7 million, an $11.9 million increase over the current budget.

The average single-family tax bill would see a $644 increase.

The budget will undergo review before it goes to the Annual Town Meeting on April 29.

It includes a 3.8 percent increase for schools and a 2.75 percent increase for the town.

The increase is "attributable to exempt debt service for the West Elementary and Shawsheen Preschool project, the Water Enterprise Fund, and an appropriation to the Pension Obligation Bond Stabilization Fund," according to the town.
