Charges Dropped In Andover Crash That Killed Tow Truck Driver

Toxicology reports for Shiina Dionne​, 28, showed no presence of drugs or alcohol, prosecutors said.

ANDOVER, MA -- Prosecutors dropped all charges against a Lawrence woman who had been driving in a crash that killed a tow truck driver on Interstate 495 in Andover. Shiina Dionne, 28, had been charged with operating under the influence and motor vehicle homicide after the car she was driving allegedly plowed into Daniel Coady, 41, of North Andover, as he worked a two-car crash on the highway in March.

The charges were dropped after the Essex County District Attorney's office got toxicology reports back. Dionne had admitted to drinking earlier in the evening, according to police reports. Prosecutors said the presence of black ice and and a reconstruction team's investigation that did not reveal any extreme driving conduct factored into the decision.
