“Superintendent Frane comes to us with a wealth of corrections experience and qualifications over her 27 years of service with the Norfolk County Sheriff’s Office,” said Sheriff Buckley. “I’m thrilled that she will help us in all aspects of our operations. But I’m particularly impressed by her commitment to programs and re-entry services that will guide incarcerated individuals toward better lives.”
Frane began her career in 1997 as a correctional officer. She worked her way up the ranks as Director of Classification, Assistant Superintendent of Classification, Programs, Education, and Compliance, and Assistant Superintendent of Jail Operations.

In Norfolk, Frane oversaw security, medical and mental health care, classification, programs, education, re-entry, victim services, and training.
She holds a bachelor’s degree in criminal justice from Columbia Southern University and a master’s degree in criminal justice from Fisher College.
Frane is a technical assistance coach at the Jails and Justice Support Center in Washington D.C. She does criminal justice consulting with the Moss Group Inc. of Washington D.C., and serves as an adjunct professor at the University of Massachusetts Boston.
A member of the Executive Board of the Massachusetts Women in Law Enforcement, she is also on the Training and Professional Standards Committee of the American Jail Association.
Frane replaces Major Robert Ahonen, who retired in February. Buckley said she is profoundly grateful to former Suffolk County Sheriff’s Office Supt. Michael Harris who served as interim superintendent.
