Fatal Barnstable Police Cruiser Crash: Victim Reportedly ID'd
Barnstable police Officer David Heise struck and killed a pedestrian on Route 28 May 28, authorities said.

BARNSTABLE, MA — Authorities have reportedly identified the victim in a fatal crash involving a Barnstable police cruiser last month. Barnstable police Officer David Heise struck a pedestrian on Route 28 May 28 at about 2 a.m. as he responded to a call, authorities said. The pedestrian died at the scene. The pedestrian was identified as Luis Edisson Llivicota Rocano, 20, of Ecuador, according to the Cape Cod Times.

The crash happened on Route 28 in the 1300-block section.

A preliminary investigation "indicates the victim was walking in the center of the road and was not at a crosswalk," according to state police. "The Barnstable officer was responding to a call for service with the cruiser’s lights and siren activated when it struck the victim in the middle of Route 28."
Barnstable police said in a statement that a vehicle traveling east pulled to the side of the road as Heise drove around.

"As the cruiser passed by the vehicle, it struck a pedestrian standing in the middle of the road. Several witnesses gave statements that confirm these facts," police said.
