Is A Recount Possible In Barnstable Council Race?

Papers for a recount in the Precinct 9 Town Council race are circulating after just one vote separated the two candidates.

If the vote were to stand as it is now, Bloom would win the seat by a mark of 100 to 99. There were no votes for write-in candidates, but three voters didn't select a candidate on their ballot.
