And, RE:
Ian Bowles Advisor to FloDesign Wind Turbine Corp as Founding Chairman of MassCEC (that granted Flo $3 million) and as acting Secretary of Energy and Environment of MA; and FloDesign Inc., and FlowDesign Wind Turbine Corp, with a name change to “Ogin Inc.” during November of 2013.

Dear Mr. Kirsner:

My research indicates two federal stimulus $8,325,400 EXACT amount awards provided to two different Congressional Districts, with two LLC versions, FLODESIGN INC., and FLODESIGN WIND TURBINE CORP., each having a separate DUNS (company ID) number. Please note the federal government DOE has not paid Dunn and Bradstreet to continue use of DUNS numbers according to the Wall Street Journal, thus the public federal stimulus tracking links below no longer operate. I copied FloDesign Inc., and FloDesign Wind Turbine Corp awards information before this DUNS service interruption of the American Recovery and Reinvestment Act by DOE, provided, here, below. The DUNS service providedtransparency and allowed the public to track stimulus funding to renewable energy LLCs.

The financial package provided by MassCEC advances three goals Governor Patrick sees as important to expanding the clean energy industry. It will keep an innovative clean energy company right here in Massachusetts, it will help public entities benefit from this advanced renewable energy technology and it will give FloDesign Wind real-world experience to learn from," said Secretary of Energy and Environmental Affairs Ian Bowles, who chairs MassCEC's board of directors.

MassCEC: FloDesign Wind Turbine Wins $3M Financing Package From Massachusetts Clean Energy Center
April 12, 2010
As part of the Patrick-Murray Administration's Massachusetts Recovery Plan, FloDesign Wind Turbine will expand its operations in Massachusetts. The company is establishing a new corporate headquarters and product development center in the historic Waltham Watch Factory in addition to maintaining its aerodynamic research center in Wilbraham. The company also intends to assemble its first wind turbines in Massachusetts.
"FloDesign has been recognized for its 'transformative' technology by U.S. Energy Secretary Steven Chu, and I am pleased to see this innovative Massachusetts company choosing to stay and grow right here, creating jobs and helping Massachusetts show the nation and the world the way toward a clean energy economy," said Massachusetts Governor Deval Patrick.
"As our Administration continues to position the Commonwealth for long-term economic growth, we have pulled together attractive resources and tools to offer innovative companies, who are committed to expanding their clean energy business in Massachusetts," said Lieutenant Governor Timothy Murray. "We want to see these companies succeed and grow here, and our strategic investments are helping companies like FloDesign accomplish these goals."
To help facilitate this expansion, the Massachusetts Clean Energy Center (MassCEC) has approved a $3 million financing package for FloDesign. The package includes a five-year $700,000 forgivable loan, contingent on the company maintaining its corporate headquarters and primary R&D facility in Massachusetts, creating or retaining 150 jobs in the next three years and maintaining those jobs for an additional two years. In addition, the package includes a $600,000 convertible grant, which gives MassCEC an equity stake in FloDesign should the company receive additional financing, and $1.7 million from MassCEC's Renewable Energy Trust to defray a portion of the cost of installing the company's first "shrouded" wind turbines at state or local public entities and non-profit organizations.

FLOWIND CORP. FILES FOR
BANKRUPTCY PROTECTION

FloWind Corp., a major wind plant operator based in San
Rafael, Calif., said in a statement that it has filed for
protection from creditors under Chapter 11 of the Bankruptcy
Code due to "difficulties in liquidating its wind turbine
inventories or repowering or selling its wind power plants
in a timely fashion."

The company said it had accumulated an inventory of
components for the AWT-27 wind turbine (designed and
produced by a subsidiary, Advanced Wind Turbines, Inc.)
after receiving an order from customers in India, but that
the customers subsequently proved "unable to make required
payments.

"Subsequent attempts to sell this inventory to
alternative buyers have been frustrated by the absence of
international trade financing competitive with the
concessionary financing and trade support offered by foreign
competitors," the company said, adding, "Approximately 20
AWT turbines are operating in India and two in China. The
wind turbines are operating as warranted and are considered
reliable and cost-effective."

FloWind said it expects to use the balance of the AWT
inventory to supply turbines for the 25-MW wind project
planned by the Conservation and Renewable Energy System
(CARES), a consortium of several public utilities, in
Washington.

The company said it has attempted to sell its Tehachapi
wind plant in recent months, but has been unable to finalize
a sale.

It added, "Immediately prior to the Chapter 11 filing,
FloWind entered into a codevelopment arrangement with a
European turbine manufacturer and its construction partner
to fully develop its Altamont and Tehachapi wind power
plants. This arrangement is expected to be finalized over
the next 18 months.

"The repowering and sale of its existing California
wind power plants, with the aid and credibility of its
codevelopment partner, will allow FloWind to emerge as a
vital contributor to the international wind energy
community."

The term expires in 2015 for MassCEC grant/loan to FloDesign in 2010. While FloDesign changed their name to Ogin (of the Netherlands) in November of 2013. MassCEC terms required “FloDesign” to create or retain 150 jobs in Massachusetts. “… contingent on the company maintaining its corporate headquarters and primary R&D facility in Massachusetts, creating or retaining 150 jobs in the next three years (2013) and maintaining those jobs for an additional two years,(2015), according to the Patrick Administration.

Thank you for your time. This is just the tip of the Deval Patrick Administration renewable scam iceberg. As just one example,Massachusetts Governor Deval Patrick’s appointed Co-chair of “The Climate Protection Advisory Committee” under the Global Warming Solutions Act. UPC First Wind Paul Gaynor is co-chair of the Mass Department of Environmental Protection Advisory Committee “Low Carbon Energy Supply Subcommittee.” Bowles left office to join First Wind as Director. First Wind was bought by SunEdison that later filed for bankruptcy protection, largest in U.S. renewables' history, $16.1 Billion debt.

Paul Gaynor CEO and President of First Wind while serving as Patrick Administration Advisor to Bowle's on green policy was concurrently the subject of Hawaii Free Press March 28, 2011 front page article, 'Hawaii Wind Developer tied to the Largest Ever Asset Seizure in Mafia History'. I have supporting testimony, UPC First Wind's, to substantiate Hawaii Free Press Editor Andrew Walden's allegations-MAFIA connections, wind energy fraud to obtain public subsidies.
