Massport wants to look into new options to reduce congestion at the airport.

Massport's plan comes out of a desire to reduce congestion and get more people to the airport. It also comes out of an earlier proposal to install a half mile long moving sidewalk to connect the Logan Airport T stop to Terminal E.
So yes, the consultant will analyze options including trams and monorails and moving sidewalks aka “automated people movers” to get people from the T to the airport terminals more efficiently.
