BRIDGEWATER, MA — A Bridgewater man was caught pleasuring himself while watching pornography in a library, police said.  Fred W. Higgins, 50, was arrested Wednesday afternoon and charged with lewd and lascivious conduct, accosting/annoying a person of the opposite sex, and disorderly conduct, according to the Bridgewater Police Department.  On Sept. 14, at about 3:30 p.m., a man, identified as Higgins, was reported to police for watching adult content on a computer at the Bridgewater Public Library. Upon arrival, officers observed Higgins watching pornography on the computer and performing a lewd sexual act on himself police said.  Police say about 20 people were in the surrounding area of the library, many of whom were young teenagers.  Higgins was taken into police custody.
