Man Charged After Armed Standoff With Chelmsford Police

A man is facing a litany of charges after he barricaded himself in a vehicle with a gun, according to police.

CHELMSFORD, MA — A man was charged following a standoff with law enforcement.

At about 4:05 a.m. Wednesday, Chelmsford police responded to Drum Hill Road on a report of a disturbance involving a man and a woman.

The caller reported that Phoumano Keohavong, 47, of Lowell, was armed with a gun and had threatened her with it, according to police.

Keohavong fled when police arrived and was later located in a vehicle at 10 Technology Drive in Lowell. Officers surrounded the vehicle and commanded Keohavong to exit, police said.

Police used a drone to determine whether Keohavong was still inside the vehicle. They found he was barricaded inside with a gun, so police called in the Northeastern Massachusetts Law Enforcement Council SWAT team.

Shortly after the SWAT team arrived, authorities were able to remove Keohavong from the vehicle.

He was charged with assault and battery on a family/household member, assault with a dangerous weapon, possession of a class B substance, carrying a dangerous weapon, carrying a firearm without a firearm ID card, carrying ammunition without a firearm ID card and improper storage of a firearm.

He was arraigned Wednesday afternoon in Lowell District Court.
