Philip Carter, 35, and Michael Santangelo, 29, were charged with a host of crimes following their arrests in Westford September 1. According to the police log, an officer encountered the pair following a report of a "suspicious" vehicle. The officer found the pair with burglary tools, according to the log, and an investigation revealed the pair conspired to break into a building. The men were arrested on the spot.
