Man Pleads Guilty to ID Theft and Larceny
Victims were clients of the brokerage where he worked. He offered the insurance policies of his victims as collateral for fraudulent loans.

A North Andover man admitted that he stole at least $250,000 from a Danvers insurance agency and its clients, according to the Essex Assistant District Attorney’s office.
Douglas Lucciano, 56, pleaded guilty to 23 felonies, including larceny over $250 (4 counts); identity theft (8 counts); forgery (6 counts); uttering a forged document (4 counts); and money laundering (1 count) on Tuesday in Salem Superior Court.
Essex Assistant District Attorney Quentin Weld told that court that the thefts were reported to Danvers Police on October 10, 2013 by the owners of Elite Insurance, after one of their clients discovered that a loan had been fraudulently taken out in his name by the defendant.

At the time of the offenses, which occurred between June 2010 and September 2013, Lucciano was employed as a licensed insurance agent at Elite Insurance in Danvers. He used his position to divert company funds into his personal bank accounts, which he had disguised as corporate bank accounts to avoid suspicion.
In addition to the thefts from his own company, Lucciano used his position to impersonate unknowing victims in order to apply for loans in their name. Many of Lucciano’s victims were clients of the brokerage where he worked. He offered the insurance policies of his victims as collateral for the fraudulent loans. As a result, in cases where the loan was not repaid, the victim’s insurance policy was cancelled without their knowledge.

Judge Timothy Feeley sentenced Lucciano to serve 9 months in the House of Correction, with an additional 9 months, which is suspended for a year, and eight years of probation. He was also ordered to pay $48,176.42 in restitution.
