The municipality that counts community benefit in dollars too heavily will likely compromise basic principles of our society. It's no secret that Falmouth Massachusetts serves as the 'step-child' example - Poorly sited wind turbines (encouraged & sponsored by the state) has lead to neighborhood health and welfare violations (nuisance). The finding of nuisance has translated into costing the town nearly a 1/4 million $ deficiet annually (mitigation from nuisance). BIG BROTHER’s solution = cover the life of the project’s deficit (at the state ratepayer & taxpayer expense) if the town agrees to a contractual forfiture of it’s local juristictional powers to protect the health and welfare of some of it's inhabitants.
