US EPA Falmouth Wind Turbine Waiver Allowed 5 Million in ARRA Funds To Finance 110 Decibel Torturous Wind Turbine

Putting the so called war on fossil fuels before the health and property rights of everyone in Massachusetts Senator Elizabeth Warren.
A 2013 memo written by Massachusetts Clean Energy Staff and approved by the Massachusetts Clean Energy Center Board of Directors admitted they made mistakes in the original acoustic noise predictions of one Falmouth wind turbine. The turbines exceeds the state noise guidelines but politicians ignored the memo in favor of the war on fossil fuels.

Citizens in twenty-one communities are potentially criminally being harmed by wind turbines in the state of Massachusetts as victims of a human experiment using federal funds from the American Recovery and Reinvestment Act of 2009. The harm is both to their health and the federal and state taxes being paid for wind turbines that should never have been built in the first place.
The land-based wind turbine projects in Massachusetts have been recognized by Congress and Massachusetts Governor Charlie Baker as a disaster.

No one can argue when it comes to the installation of commercial wind turbines Massachusetts is by far the most corrupt state in the nation. The last three Speakers of the House of Representatives leftover some kind of corruption. No one is safe.
One wind turbine advocate and father of the Green Communities Act, House Speaker Sal DiMasi went to federal prison for corruption. The last President of the state Senate abrogated his leadership responsibilities and resigned.
Next right after the Senate President resigned his main Lieutenant another wind turbine advocate Senator faced indictment on 113 federal counts racketeering, extortion, fraud, and money laundering insuring renewable energy projects. The Senator accused of a criminal enterprise died of a drug overdose. The state’s chief medical examiner’s office said died of “acute pentobarbital intoxication."
You would think of this point alarm bells would have gone off over renewable energy corruption in Massachusetts. But corruption in Massachusetts is not a major concern despite at least 21 communities evidence has surfaced about possible conflicts of interest or improper influence. Land-based wind turbine projects by and large are a health and financial fiasco.
The Town of Falmouth Massachusetts prior to 2010 had a study done by KEMA Inc that showed through maps and documents that any type of commercial megawatt wind turbine would break state noise regulations. General Electric a domestic wind turbine company refused to build a single wind turbine in town due to residential setbacks and ice throw to a nearby highway. Safety and health was the priority for GE but not for state and local officials.
This all started in Falmouth, Massachusetts when the US Environmental Protection Agency through an application process by April 19, 2010, had granted a waiver of the "Buy America" requirements of the American Recovery and Reinvestment Act to the Town of Falmouth, Massachusetts for the purchase of the second town-owned foreign-manufactured Vestas V-82 wind turbine to be installed at its existing wastewater treatment facility site.
The US EPA issued a waiver to a wind turbine in Falmouth that everyone knew was twice as loud as the General Electric domestic wind turbine at 110 decibels of noise. At the time of the waiver application, there were email warnings from the wind turbine company and the town had never filed Special Permit 240-166.
The US EPA & MassDEP were more concerned with the war on fossil fuels and had to as they say break a few eggs ( twenty-one communities) to make an omelet.
ARRA Section 1605 under the authority of Section 1605(b)(2)requires the funds do not create a substantial and specific danger to public health or safety and manufactured goods are not produced in the United States in sufficient and reasonably available quantities and of satisfactory quality.
The Massachusetts courts shut down both town-owned commercial wind turbines in June of 2017.
The Massachusetts Department of Environmental Protection brokered a project regulatory agreement using ARRA funds to build the second Falmouth wind turbine that required the turbine to remain energy efficient or the 5 million has to be paid back at 2 percent interest.
The MassDEP knew the turbine was too loud at 110 decibels as the state was the original owner of the turbine. MassDEP is in regulatory capture.
The 5 million dollar American Recovery and Reinvestment Act loan is due at 2 percent as the second turbine is no longer energy efficient.
Falmouth Town Meeting in November voted 2.5 million to take down the turbines.
To date, no one in Falmouth Massachusetts has lost a home due to climate change but thousands of residents in Massachusetts have lost their homes to wind turbine noise measured in decibels and low-frequency infrasound. These people need compensation and an apology.
Massachusetts officials from the top down including Senator Elizabeth Warren are sitting on their hands ignoring the fact that the 5 million dollar loan is due to be paid back as the Falmouth wind turbines are no longer energy efficient. According to the MassDEP & US EPA agreement.
Senator Elizabeth Warren can not afford to look the other way when it comes to Green Energy Corruption if she wants to be president.
