On a decibel scale, the difference between 103 decibels and 110 decibels is more than double the noise. The 110 decibels equals a hard rock band playing 24/7. Two turbines operating together equals 113 decibels .
The American Recovery and Reinvestment Act of 2009 provided significant funding for states to finance high priority infrastructure projects needed to ensure clean water and safe drinking water. ARRA funds, however, can not be used to danger public health & safety as in the case of the Falmouth town-owned wind turbines.
The Massachusetts Clean Water State Revolving Fund program received 5 million from the ARRA funds to build the second town-owned wind turbine Falmouth Wind II.
The federal EPA made a Recovery Act waiver to buy a foreign-made wind turbine to Falmouth, Massachusetts to capitalize the Massachusetts State Revolving Fund (SRF) program.
The (5) five million dollar loan waiver was granted from the federal EPA to buy a foreign wind turbine despite General Electric a domestic company refusal to build a single commercial wind turbine. Emails and letters prior to construction to the town, August 3, 2010, showed turbines generated 110 decibels of noise each, turbines were installed with no permits and the public was endangered with American Recovery and Reinvestment Act funds.
The five million ARRA loans required Falmouth Wind II remain energy efficient. The loan was brokered by the Massachusetts Department of Environmental Protection.
The Massachusetts courts shut down the two nuisance turbines three years ago in June 2017.
Falmouth has not returned the remainder of the loan 3.5 million plus 2 percent interest to the Massachusetts State Revolving Fund to be used for other Green Projects.
