Falmouth Massachusetts Most Corrupt Town Going Into 2018

The Town of Falmouth in 2004 planned to place town-owned wind turbines.
In 2005 the Massachusetts Technology Collaborative today the Massachusetts Clean Energy Center financed a wind turbine study for Falmouth using a General Electric 1.5 megawatt of like type turbine that generates a maximum of 103.5 decibels of noise.
KEMA Inc.hired by the semi-quasi state agency produces a study and map that shows noise levels will exceed Massachusetts Department of Environmental Protection noise regulations on Blacksmith Shop Road. The study states a Special Permit 240-166 is required to place this type of turbine.
General Electric a domestic wind turbine company refuses to place a single 1.5-megawatt wind turbine in Falmouth because of residential setbacks and ice throw to a nearby highway.
In 2009 the Massachusetts Clean Energy Center is stuck with two Vestas V-82 type 1.65 wind turbines that generate 110 decibels of noise. These turbines on a decibel scale are twice as loud as the General Electric turbines.
The Massachusetts Clean Energy Center unable to sell their turbines at auction offers the Town of Falmouth one million dollars ( bribe) to take one of the turbines and install it in Falmouth. The Town of Falmouth agrees to take the turbine.
Prior to the installation of the turbine, Vestas wind company warns the town through emails and letters that the turbines generate 110 decibels of noise and has the Town of Falmouth sign responsibility to take the chest pounding wind turbines.
The Town of Falmouth ignores the KEMA Inc. map showing noise levels near 60 decibels near Blacksmith Shop Road using the Vestas 110 decibel turbine and in addition, fails to file Special Permit 240-166 as it would require additional abutter notifications and a hearing with the Falmouth Zoning Board of Appeals.
The turbine is installed neighbors complain about the noise described as torture from lack of sleep. Litigation begins against the town.
The Town of Falmouth now buys the second foreign made Vestas turbine using ARRA stimulus that was supposed to be used to buy American and put Americans to work. The town applies for and receives a federal EPA waiver to use stimulus funds but in the waiver leaves out General Electric the domestic wind turbine company refused for safety reasons. In addition, the town leaves out the noise warning letter and emails that the turbines break state noise guidelines. The town misled federal authorities.
As litigation continues the Massachusetts Clean Energy Center in 2013 in a memo to the town admits the mistakes made in noise studies but gives the Town of Falmouth 1.8 million dollars for the town to help pay litigation against the neighbors of the wind turbines in an effort to outspend the neighbors in court. The neighbors never give up their health and property rights.
The Falmouth Town Meeting Members facing up to eleven ongoing lawsuits against the turbines votes up to $300,000.00 every six months for wind turbine litigation.
June 20, 2017, Massachusetts Superior Court agrees with the Falmouth Zoning Board the wind turbines are a nuisance and shuts down the turbines. The appeals continue into 2018.

Former Speaker of the House of Massachusetts Representatives Sal DiMasi was involved with wind turbine contracts in Buzzards Bay. DiMasi is the father of the Massachusetts Green Communities Act which called for 2000 megawatts of the land based wind turbines.
Former Massachusetts House speaker Salvatore F. DiMasi returned home to Boston in November 2016 after being granted early release from federal prison on an eight-year sentence for public corruption charges.
Recently former State Senator Brian A. Joyce collected about $1 million in bribes and kickbacks that he laundered through his law firm, according to a sweeping 102-page indictment that accuses him of turning his public office into a criminal enterprise. The accusations include wind turbines and insurance of renewable energy contracts.

Joyce also the assistant majority leader in the Massachusetts Senate is facing more than 100 criminal charges, outpacing the corruption counts leveled against other politicians in recent years, including former House Speaker Sal DiMasi and former state senator Dianne Wilkerson.
