Massachusetts Department of Health & Environmental Protection Hid Wind Turbine Noise Documents For 35 Years

1987: Boone North Carolina: NASA and the US Department of Energy conducted wind turbine experiments that wind turbines frequencies cause headaches, ringing in her ears, insomnia, and dizziness. That noise frequencies were determined to be wind turbine infrasound. Nearby residents were annoyed by the low-frequency, acoustic impulses propagated into the structures in which the complainants lived. The complaints were headaches, fatigue, temporary feelings of dizziness, nausea, etc.

2002: University of Massachusetts, Renewable Energy Research Laboratory Department of Mechanical and the Industrial Engineering University of Massachusetts at Amherst: Wind turbine noise takes two forms A. Regulatory measured in decibels & B. Human Annoyance (low frequency -infra-sound). These Massachusetts boilerplate studies were done for multiple towns up until 2007.

2005: Massachusetts finances wind turbine study by KEMA Inc for Falmouth. One General Electric 1.5 megawatt wind turbine noise at the Wastewater treatment plant will affect up to 99 residential homes.

2008: Massachusetts state agency sells Town of Falmouth one Vestas V-82 foreign-made 1.65 megawatt wind turbine twice as loud as a General Electric turbine used in 2005 KEMA Inc. study.

2009: Massachusetts Department of Environmental Protection finances second town-owned wind turbine called Falmouth Wind II. MassDEP files federal waiver and uses American Recovery and Reinvestment Act funds despite warnings they can not be used for: "a substantial and specific danger to public health or safety."

Town of Falmouth fails to file wind turbine special permit 240-166 requiring hearings at zoning board and notifications to neighbors as stated in federal ARRA waiver to buy a foreign-made Vestas wind turbine rather than a domestic General Electric turbine.

2010: Falmouth installs its first Vestas wind turbine neighbors immediately complain about torturous noise.

2011: Chief Executive Officer of Vestas wind company CEO Engel Ditlev wrote a letter to Karen Ellemann about low-frequency noise. The CEO responded that Vestas does not have the technology to stop the noise.

2012: Both Vestas wind turbines installed each producing 110 decibels each. The town has no study of both turbines generating 110 decibels at the same time. Both at the wastewater treatment plant.

Neighbors describe the noise as torture at Falmouth 2012 Board of Health Meeting and file hundreds of written complaints.

Massachusetts Department of Public Health under the jurisdiction of the executive branch of the governor's office ignores complaints due to failed state legislature wind turbine renewable energy agenda of 2000 megawatts of wind power by 2020.

Massachusetts Governor Deval Patrick produces an "independent scientific study" of the health effects of wind turbines. The study says turbines can cause sleep disruption and produce infrasound at 110 decibels of noise.

2013: In response to the Wind Turbine Health Impact Study and comments received, in June 2013, MassDEP convened a technical advisory group to consider potential revisions to its noise regulations and policy.

The purpose of the MassDEP Wind Turbine and Noise Technical Advisory Group (WNTAG) is to stall the complaints from citizens to be able to reach the wind turbine renewable energy agenda in 2020.

The technical advice to MassDEP fails on how best to craft effective regulatory and policy responses to wind turbine installations and possible noise impacts. The Massachusetts land-based wind turbine agenda of 2000 megawatts of wind power by the year 2020 grinds to a halt over safety and health issues along with illegal property takings.

Falmouth, Massachusetts becomes ground zero for poorly placed wind turbines in the United States led by the Falmouth Select Board.

MassDEP, Massachusetts Department of Environmental Protection at this point is in regulatory capture as they financed the second wind turbine in Falmouth and are helping the wind turbine industry under the executive branch of government aka the past and current governor of Massachusetts.

2017: June 20th after eleven litigation cases the Massachusetts Superior Court System shut down two municipal wind turbines owned by Falmouth. The turbines have deemed a nuisance.

2019: Falmouth Select Board asks Town Meeting for 2.5 million to export the 110-decibel 15-year-old gear-driven wind turbines out of town for sale or lease.

2020: The Town of Falmouth Select Board has still after ten years not released the Vestas August 2010 noise warning letter to the public.

The Massachusetts Department of Public Health as part of the executive branch of government has never interviewed a single wind turbine victim in at least twenty one communities.
Department heads at MassDPH as well as the Massachusetts Department of Environmental Protection agency are well aware the commercial wind is a bunco scheme of enormous consequence.

Massachusetts citizens who value intellectual honesty should not quietly be fleeced by such mendacity, even from their own Mass Department of Public Health and Environmental Protection Agency!
