Wind Turbines Harm Humans If Placed Too Close To Residents

Wind turbine proponents; (wind developers and government officials); rely on the Massachusetts Department of Environmental Planning (DEP) “Wind Turbine Health Impact Study, which has been under a great deal of criticism as MassDEP stuck in regulatory capture brokered the loan on the second town owned wind turbine using American Recovery and Reinvestment Act funds.

The experts also ignored the fact each Falmouth wind turbine generates 110 decibels of noise equal to a total of 113 decibels of noise.

The Town of Falmouth and MassDEP created a substantial and specific danger to public health or safety related to the implementation or use of covered ARRA funds. The August 2010 noise warning letter of 110 decibels of noise remains hidden from the public today.

The Massachusetts wind study states that the panel members did not have any direct experience with wind turbines. While the other members had backgrounds in epidemiology, toxicology, neurology, and sleep medicine, they had no past direct experience with wind turbines.

The panel appointed by Gov Deval Patrick was also the executive in charge of the Massachusetts Department of Environmental Protection. The so called wind turbine advocates merely reviewed literature and public media sources and met only three times and stated that sleep disruption is the most commonly reported complaint.

Former Massachusetts Governor Deval Patrick a wind turbine advocate handpicked the so-called experts to conduct the study. The study itself fails to rise to the level of reliable scientific research, is incomplete, biased, distorted, without scientific merit, and not to be used as the basis for public policy.

No one, including local and state governments, can claim certainty of public health and safety and must maximize safety measures such as noise limits and setbacks to protect its citizens.

Massachusetts courts in multiple rulings in 2017 shut down the nuisance Falmouth town-owned wind turbines ending a state agenda of 2000 megawatts of land-based wind turbines by 2020.

A case study 2012 An acoustical study was conducted to investigate the presence of infrasonic and low-frequency noise emissions from wind turbines located in Falmouth, Massachusetts, USA. During the study, the investigating acousticians experienced adverse health effects consistent with those reported by some Falmouth residents.

The authors conclude that the rapid onset of adverse health effects during the study confirms that wind turbines can harm humans if placed too close to residents.

Letter to Town of Falmouth wind turbine setbacks

Re: Wind Turbine Relocation Study, Weston & Sampson Report October 12, 2018
Mr. Suso, Mr. Palmer,

This letter is respectfully submitted to the Town of Falmouth to provide a qualified professional opinion about the proposed relocation of Wind II. The original permittings for Wind I and Wind II (and NOTUS) resulted in neighbor complaints soon after start-up and were confirmed to exceed Falmouth's 40-dBA noise limit (turbines sited too close).

Weston & Sampson's relocation recommendation for Wind II appears to be inconsistent with the Town 40 dBA noise limit and the 2017 Barnstable Superior Court Decision.

1. The distance to meet 40 dBA for Wind II, a Vestas V82 with sound power level of 110 dBA, is approximately 891 meters or 2923 feet. This is greater than the setback distancesprovided by the proposed new location. The proposed new location is still too close.
2. At 2147 and 2244 feet listed in the subject report, the expected sound level is 43 dBA.
3. Use of the proposed new location appears certain to result in the relocated wind turbine's maximum noise levels exceeding the Falmouth noise limit of 40 dBA.
4. Use of the proposed new location appears certain to result in the relocated wind turbine's maximum noise levels exceeding established background sound levels of 27-28 dBA by over 10 dB, breaching State 10-dB noise limits.
