ARRA: Disaster Took Health and Property

Massachusetts Governor Charlie Baker was questioned regarding the disastrous Falmouth wind turbines at a hearing of the House Natural Resources Committee on Wednesday, February 6, 2019.
If you ask the neighbors these wind turbines were not installed with good intentions.
Falmouth in 2005 had a study done by KEMA Inc which showed the noise of a single General Electric megawatt wind turbine would affect 99 residential homes and named the homes by street addresses. General Electric refused to place one wind turbine due to residential setbacks.

In 2010 and 2012 the Town of Falmouth with the help of the federal government ignored the 2005 KEMA Inc study which warned of wind turbine noise at 99 residential homes and failed to file Special Permits to build the two Vestas V-82 type turbines that each of which was twice as loud as the GE turbine used in the study.
The town never disclosed they had received written warnings and emails prior to August 3, 2010, from Vestas the wind turbine manufacturer the turbines were twice as loud as the General Electric turbine.

The America Recovery and Reinvestment Act funds from 2009 should never have been loaned to the Town of Falmouth to build the second wind turbine. The danger was known prior to construction the turbines emit 110 decibels of noise each affecting up to 200 residential homes.
The terms of the 5 million ARRA loan require it to be paid back with interest at 2 percent if the turbine stops producing energy. The courts shut down the antiquated turbines forever in 2017.
State officials from the Massachusetts Clean Water Trust have not demanded the immediate repayment of a 5 million ARRA loan plus 2 percent on the shutdown wind turbines. The MCWT is a branch of the executive offices of Massachusetts state government aka Governor Baker.
