The Plymouth and Barnstable district currently has no senator and no representation in the state Senate as wind turbines in both Bourne and Falmouh are major health and financial problems.

Both Bourne and Falmouth face major health, safety, and financial issues over the poor placement of commercial megawatt wind turbines. The neighbors describe the noise as torture.

In 2009 at a rare Falmouth Special Town Meeting in June of 2009 members voted for a 5 million dollar loan on their second wind turbine Falmouth Wind II.

The loan was brokered by the Massachusetts Department of Environmental Protection using Green Energy funds from the Massachusetts State Revolving Fund.

The Green Energy funds were placed in the Massachusetts State Revolving Fund through the federal American Recovery and Reinvestment Act of 2009. The funds cannot be used if they create a substantial and specific danger to public health or safety related to the implementation or use of covered funds.

The Falmouth wind turbines were shut down in 2015 by the and June of 2017 by the courts and are no longer energy efficient. The loan agreement requires that Falmouth Wind II the second town-owned wind turbine remain energy-efficient or pay back the balance.

The 5 million dolar loan has been delinquent for three years with no update since Falmouth Town Meeting voted 2.5 million to disassemble the turbines in November of 2019

The balance of the ARRA Falmouth Wind Turbine II loan is 3.5 million-plus two percent interest as the loan brokered by the MassDEP requires repayment to the Mass State Revolving Fund to go back out to other Green Projects.

The question for both candidates is: How will you get the Town of Falmouth to abide by the loan agreement on Falmouth Wind II and get the 3.5 million-plus 2 percent back to the State Revolving Fund and finance other Green Energy projects per the loan agreement?
