Falmouth Ground Zero For Unpaid 5 Million Federal ARRA Loan

Wind turbine corruption in state and local government in Massachusetts was so pervasive in the 2010's that it became ''a way of life,'' and you don't need a special state investigating commission to reach these conclusions.
It is not a matter of a few crooks, some bad apples which spoil the lot it's the entire system. The pattern is too broad and pervasive at crucial points where money and power came together, the system is rotten to the core.
It’s difficult to see an end to incompetence and corruption in 2020.

Massachusetts residents should be horrified and dismayed to learn that the Commonwealth of Massachusetts could simply wash its hands of any financial liability in a case involving American Recovery and Reinvestment Act funds used as loans to build Falmouth wind turbines.
The Massachusetts wind turbine fiasco is a sad and sordid tale of woe both in and out of the courts and within the Massachusetts legislature as well. It highlights a broken system where States simply have no accountability to anybody even in the aftermath of their own concededly egregious conduct.

Falmouth is ground zero for poorly placed wind turbines in the United States taking health and property rights with no compensation and now not paying back loans initiated by the federal government.
At a rare Falmouth Special Town Meeting in June of 2009 voters agreed in three distinct articles to borrow 5 million to build its second wind turbine Falmouth Wind II.
Town Meeting Members voted for a loan brokered by the Massachusetts Department of Environmental Protection between the Town of Falmouth and the Massachusetts Clean Water Trust.
The Massachusetts Clean Water Trust provided federal stimulus funds in the State Revolving Fund deposited there by the federal government called American Recovery and Reinvestment Act funds.
The Project Regulatory Agreement brokered by MassDEP required Falmouth Wind II to remain an energy-efficient project or the federal government required the loan be paid back at 2 percent interest.
The Project Regulatory Agreement also is known as a power production agreement brokered by MassDEP made it impossible for the MassDEP to enforce its own noise regulations when neighbors complained about the noise.
Former Governor Deval Patrick and the executive branch of government oversea the Massachusetts Department of Environmental Protection and put the state agency in the position of Regulatory Capture on purpose.
MassDEP couldn't very well enforce noise regulations over the loud turbines and enforce the power production agreement at the same time. Patrick wanted 2000 megawatts of commercial land-based wind power by the year 2020 despite health and safety.
Court documents show state and Falmouth local officials omitted health and safety warnings to achieve the wind turbine renewable energy goal.
Due to the omitted documents which include letters, memos, emails, wind study warnings and lack of permits the Massachusetts courts shut down the nuisance wind turbines.
The courts shut down the wind turbines in June of 2017. The Town of Falmouth has owed the 5 million at 2 percent interest for over two years according to federal documents.
The Beacon Hill mob is not enforcing the regulations over federal taxpayer funds. Massachusetts politicians are treating this as their own pocket money that how far corruption has gone in Massachusetts!
Beacon Hill politicians including the governor are all part of the "Old Boy Network" using federal funds to let Falmouth officials spend the 5 million on other town projects that have nothing to do with the ARRA funds.
Beacon Hill corruption will continue until further notice aka taxpayers will continue taking a beating until further notice.
Massachusetts is a pretty corrupt place. The last three House speakers in a row have been convicted of crimes. Sal DiMasi, the most recent speaker to fall was recently released from federal prison. The last Senate president resigned and his Lieutenant next in line to become Senate president was involved in renewable energy died of a drug overdose.
Falmouth owes 5 million at 2 percent interest.
Beacon Hill is running its own corrupt banking system with taxpayer funds.
