Over ten years ago the Town of Falmouth installed two town-owned commercial wind turbines. The town had studies done prior to the installations that up to 99 homes would be affected by noise and in addition, had noise warnings from the manufacturer that the turbines generate 110 decibels of noise each.

The town failed to follow local zoning regulations resulting in years of litigation and the turbines were shut down and determined a nuisance by the courts.

Why has the offshore wind company petitioned the state to bypass the Falmouth local wind turbine zoning regulations?

1. Power Plant location in Falmouth noise issues from generators, transformers? What are the setbacks mitigation?
2. Electric Magnetic Field, EMF report above buried cables. Worcester Court 500 milligauss. What are the mitigation and setbacks?

3. Why should a residential community be subjected to an increase in EMF?
Where else in the US is much power placed through an existing residential neighborhood? 220,000 to 345,000 volts?

A. Who pays for the loss of business to hotels, motels, restaurants, and rental property?

4. Cost saving through Falmouth rather than ocean cables to Fall River or Canal Power Plant.
Cape Cod can only send 1200 megawatts off Cape over the bridge- Vineyard wind is already at 800 in Barnstable -only 400 left. Who pays for the new power infrastructure going off Cape?

a. Massachusetts House Bill (H 4515) amendments proposal to pay for 1/2 cables and power plant. If so why not go all ocean cables to destinations?

5 Falmouth Wind Turbine bylaw 240-166 safety & health. Mayflower wind petitioned Energy Facility Siting Board to bypass Falmouth's local zoning safety bylaws- Why?

6. Host Community Agreement proposal, money, and services given to the town by wind companies for access to town property over 20 years is only a fraction of the yearly 145 million budget. What will future litigation cost?

7. Residential loss of value of historic homes along the route of 1200 megawatt cables up to 345,00 volts. How do you determine tax abatements and loss of values?

a Falmouth Heights Beach Electric Magnetic Field buried cable is 10 milligaus and after the beach it jumps to 500 milligaus. What mitigation will the Massachusetts Energy Facility Siting Board require? (fencing, signs, etc )

8 Trafic congestion during construction business losses police details. Falmouth Emergency Hospital route 2 years of construction and what does a traffic study show?

9. Mitigation of EMF electric magnetic fields = shielded cable inside stainless steel conduit with SF gas
(sulfur hexafluoride (SF₆), the potent greenhouse gas commonly used to insulate and protect medium- and high-voltage electric transmission and distribution infrastructure). Why not place the cables in stainless steel cable ducts with SF gas?

10. When it comes to any type of EMF radiation, including magnetic radiation from a powerline, the more distance, the safer.

The possibility that the electric power transmission and distribution system could pose a risk for childhood cancer (Childhood Leukemia) has been a concern for several decades. There are studies both pro and con. Why ignore older studies?
