10/20/26 Framingham City Council Meeting Highlights - Fire Department Understaffed By 12 Firefighters

The Fire Department is significantly understaffed; Gutting the Council On Aging goes to a subcommittee; Pearl St garage project delayed

Here's what stood out.

🚒Fire Department says it is understaffed. The Fire Chief and the firefighters' union presented a study showing three of eight trucks run one firefighter short of the national standard, and only about 1% of the city can get a full crew to a medium-hazard fire within 8 minutes. They asked to raise staffing from 30 to 33 per shift, plan for more, and look for a sixth station in west Framingham. Councilors were supportive; it goes to the Finance Subcommittee. Note that the 3 additional firefighters assumes increasing coverage through overtime. If overtime was not used the increase would be 12 firefighters. That shows the true scale of the problem.

🅿️Pearl Street Garage vote delayed. The Finance Subcommittee had recommended giving the garage to the City's Economic Development Corporation (EDC), which has a deal in progress with a local developer worth about $2.5M including repairs. A late $3M offer from another developer arrived days before the meeting. Several councilors questioned how the buyer was chosen, and one councilor used a rule to block a vote. It comes back to the Finance Subcommittee and returns to the Council Nov. 5.

🗑️Condo trash pickup continues. The Council voted 11–0 to keep picking up trash at the condos the City already serves through June 2027. It also asked for a study of trash service for all homes and asked DPW to let any resident buy a dump sticker. A public hearing on the bigger trash question is planned around January.

📞Regional 911 center bill approved. Framingham will pay $101,895 more this year for the regional dispatch center it shares with Natick and Wayland, after a state grant came in lower than expected. Passed 11–0, paid for without raising taxes by increasing the city's FY27 estimate of local receipts.

🏠ADU rules head back to committee. The Building Commissioner said accessory apartments built under the new state law don't have to follow the City's older, stricter rules, including on selling them off separately. Some councilors disagreed. The Planning & Zoning Subcommittee will work on bringing the City rules in line with state law.

🎓Youth Council reports in. Chair Lillian Martin, a Framingham High senior, gave the group's first update. Its five subcommittees are active, and one drafted a statement supporting a ban on AI data centers in the city.

📋Mayor's notes. Drug Take Back Day is Saturday, Oct. 24 (10–2, Memorial Building). Early voting runs through Oct. 30. Curbside leaf pickup starts next week for five weeks. Veterans Day events are all on Nov. 11; luncheon sign-up closes Nov. 3.

💳Crypto ATM ban proposed. Councilor Feeney asked the Rules, Ordinances & Ethics Subcommittee to consider banning cryptocurrency ATMs in Framingham. That subcommittee meets at 6pm October 26.

💳Council On Aging. Councilor Leombruno asked the Rules, Ordinances & Ethics Subcommittee to consider an ordinance removing all Council On Aging members by 12/31/2026, and applying a new one member per district rule to new appointments. That subcommittee meets at 6pm October 26.

Coming up: Rules, Ordinances & Ethics Subcommittee on Council On Aging plus other items (Oct. 26), Finance Subcommittee on Pearl Street (Oct. 27), Environmental & Sustainability Subcommittee (Oct. 28), election day (Nov. 3), City Council vote on the garage (Nov. 5), Planning & Zoning on Edmands Road (Nov. 9), Veterans Day (Nov. 11).
