The Mayor's failure to fill Council On Aging member vacancies in a timely manner, and an ordinance failing to address that were hot topics

Here's what stood out.

👵A shake-up for the Council on Aging? Councilor Leombruno proposed shrinking the Council on Aging from 11 seats to nine, with one member from each district. She said the goal is to fix the board's trouble reaching a quorum and to reach seniors the city is missing.

🗣️Seniors' advocates push back. The board's chair and several residents said the real problem is that applications go unanswered. The board has six members and five open seats, and no one from Districts 7 or 9 has ever served. They also objected that the current board would be reset at year's end.

🔎Where did the applications go? The city's Citizen Participation Officer estimated about five Council on Aging applications came in over six months. She said why none have been acted on is "a question for the Mayor." Councilor Feeney plans to ask him next week.

⏸️No vote yet. Chair Stefanini will draft new language for the next meeting. It will cover a clear mission for the board, a recruiting plan, a smooth transition so there is no gap in the board, and meeting times.

🏧Crypto ATM ban moves ahead, 3–0. These kiosks have become a favorite tool of scammers who target seniors, and money put into them can't be recovered. Massachusetts residents lost about $7 million this way in 2025. Framingham would join about 20 communities that have banned them. The ban now goes to the full Council.

🤝Council "liaisons" get a first look. Councilor Mallach proposed assigning councilors as liaisons to community groups. Councilor Bryant worried it would add an extra layer of government. No action yet.

🪧Sign ordinance heads to the full Council, 3–0, after being discussed at three or four earlier meetings.

⏰Should boards set their own hours? The Citizen Participation Officer suggested revisiting the 7 PM default start time for city boards, since late meetings can be hard for seniors.

Coming up: The full Council takes up the crypto ATM ban and the sign ordinance. Councilor Feeney asks the Mayor about pending Council on Aging applications during next week's Mayor's report. The Subcommittee discusses a new Council on Aging draft at its next meeting.
