Framingham City Council Seeks Community Preservation Committee Members

FRAMINGHAM, MA — The 11-member City Council is advertising for three at-large members for the 9-member Framingham Community Preservation Committee.

In November of 2020, voters said yes to the Community Preservation Act (CPA) 19,078 votes to 11,414.

Residential and commercial property owners now pay about a 1 percent surcharge on their property tax bill to fund the Community Preservation program.

State statute requires the Community Preservation Committee to include one member from the Planning Board, the Conservation Commission, the Parks and Recreation Commission, the Historical Commission and the Framingham Housing Authority.

Currently, the Planning Board and the Conservation seats are unfilled. The Historical Commission seat will be open as of July 1, 2024.

As allowed by the State Statute, the 11-member City Council, approved the local option to increase the Commission to 9 members, and to appoint four at-large community members, who live in the City of Framingham.

Three of the four at-large seats are set to expire on June 30, 2024. The City ordinance calls for the seats to be advertised for at least 21 days, and then the City Council will appoint three individuals for 3-year terms.

Committee Member Duties include to:
• Develop a Community Preservation Plan. Members are responsible for studying the needs, community resources and possible uses of CPA monies by creating a local CPA plan that prioritizes uses and allows for making informed decisions on CPA proposals.
• Conduct thorough review of CPA applications and make recommendations to the City Council for appropriation and action.
• Maintain all respective records and required reports on the CPA budget including CPC meeting minutes, proposal and recommendations. CPC is responsible for submitting a CPA budget annually to the City Council.

Applicants shall demonstrate competence and or/interest in serving as a Community Preservation Committee member with particular expertise, education, previous and/or ongoing experience focused on land use matters concerned with affordable housing, agriculture, historic preservation, recreational and open space, planning, and/or land use project management.

Municipal finance or fiscal accounting experience is desirable.

Members are prohibited from holding any other municipal position on a multiple-member body nor hold any position as a municipal officer while serving as a member of the Community Preservation Committee.

The deadline to apply for the three positions on the Committee is Monday, May 27 at 11:59 p.m. Applicants MUST submit a cover letter and a resume.

The City Council will then receive all the applicants, including any current Commissioners who may want to re apply for a second term.

The City Council will review the applications, may interview all or some of the applicants, and then will vote to approve three individuals for 3-year terms to commence as of July 1, 2024.
