Framingham Man Arrested at Shoppers World for 'Upskirting'
In addition to Kohl's and AC Moore, the Framingham man had been in Nordstrom Rack, Marshalls, Old Navy and T.J. Maxx.

A Framingham man was arrested Monday after police said he was taking photos up a woman’s skirt. And this was not the first time he had done that, according to a police investigation.
Framingham Police arrested Edgar Salguero, 28, of Framingham Monday night, Aug. 25, at Kohl’s department store in Shopppers World. He is scheduled to be arraigned today in district court in Framingham.
Framingham Police conducted an investigation working with loss prevention staff from several local retailers.

On Sunday, Framingham Police responded to a report from a female customer of a male subject acting in a suspicious manner at AC Moore dept store at Shoppers World.
Officer Robert Tibor, a 41-year veteran of the Framingham Police, working with other Framingham officers, started an investigation working with loss prevention officers from several retail stores. He viewed videotape and visited several stores, said Framingham Police Lt. Stephen Cronin.

It was later determined that in addition to Kohl’s and AC Moore, the subject had been in Nordstrum Rack, Marshalls, Old Navy and T.J. Maxx all located in Shoppers World, said Lt. Cronin. The information was then shared with Natick Police and the Natick Mall.
Officer Tibor returned to Shoppers world on Monday to continue the investigation. That same day, Kohl’s staff notified police at 5:30 p.m. that a male subject believed to be the suspect in the previous incidents was currently in the store, said Lt. Cronin
Tibor and Sgt. Pini met with store staff and observed the subject on live store video acting in a suspicious manner.
Officers then spoke with the subject later identified as Edgar Salguero who admitted “upskirting” numerous photos over several days, said Lt. Cronin.
Salguero was placed under arrest, advised of his Miranda rights, transported to FPD where he was booked and later interviewed by Framingham Detectives where he made additional incriminating statements, said Lt. Cronin.
The suspect’s cell phone was seized, said Lt. Cronin.
Video from the store was also brought to Framingham Police to be examined by Framingham Detective Larry Hendry, a computer forensics analyst.
Salguero is facing several charges including Massachusetts House Bill 3934, which was signed into law in March. The law allows law enforcement to prosecute “upskirting” with cameras.
He is also charged with secretly video/photo of partially nude person, disorderly conduct any annoying and accosting a person of the opposite sex.
Police are looking for other possible victims. Any person with information on suspicious activity involving this individual in and around the Shoppers World area over the past several days are encouraged to contact Framingham Police at 508 872 1212 .
