Wayland 2019 Annual Town Meeting Results

Only three article were not passed and one article was passed over.

WAYLAND, MA — Wayland's Town Meeting adjourned on Tuesday night with almost all of the articles passing by vote expect three, which were not passed and one that was passed over. This year's Town Meeting deliberated for two nights and had over 600 voters.

During night one, all Articles 1- 12 were passed. This included Article 10 which is the Wayland Welcomes Resolution. The resolution makes Wayland a welcoming community and is meant to alleviate fears that municipal governments will hand undocumented immigrants over to federal authorities. Other articles that passed include the Article 1, to recognize citizens and employees for particular service to the town and the Fiscal Year 2020 Omnibus Budget and Capital budget were both passed by Town Meeting.

Night two picked up on Tuesday with Article 13, which was the High School Athletic Complex renovation. The renovation was proposed by the School Committee and Recreation Commission and will cost an estimated $7,750,000. The article was on the agenda for the 2018 Annual Town Meeting (ATM) and was passed over because the project design was insufficiently advanced. The project will replace the bleachers, stadium lights and reconstruct the synthetic turf field and track, among other things.

Article 15, the Loker Turk Field Construction, was not passed by Town Meeting. The project would have cost an estimated $3,753,901 and constructed a multi-purpose synthetic turf athletic playing field at the Loker Conservation & Recreation Area. Opponents argued the prject was too expensive and funds would be better spent completing the upgrade of fields in the Recreation Department strategic plan including Alpine, Claypit, Schwartz/Riverview, and Middle School fields.

Article 16, Build a grass athletic field on the Loker Conservation and Recreation area was also not passed.

An article to Limit the carrying of weapons in town buildings was not passed. Article 24 stated "No person, not being a law enforcement officer and notwithstanding any license obtained by the person pursuant to Mass. State Law Chapter 140, shall carry on the person a firearm, loaded or

unloaded, or other dangerous weapon in any building on town property, or to any town sponsor
gathering." Opponents argued that the Board of Selectmen needed to define a process for providing written permission to carry a firearm in Town buildings or at Town events, including the duration of each permission.
