Noise
Outdoor noise in public, and private places and the effect it has on neighborhoods.
Why are there very stricken laws governing how loud indoor noise can be, i.e. that it cannot be heard outside, but there are no laws governing how loud outdoor noise can be, i.e. town concerts, yacht club parties, noisy boats coming through the harbor at night? Doesn't seem right to me... Seems like there should be a decimal level limit for these types of things... just sayin'...
