1:58 p.m.: Police responded to Best Buy for reports of fraud. William Small, 21, 465 Country Drive, Apt. J, Dover, DE, arrested and charged with a red light violation, conspiracy, credit card forgery, attempt to commit crime, possession of blank/multiple credit card. Rashad Jacques Smith, 21, 1533 Winston Ave., Baltimore, MD, charged with conspiracy, credit card forgery, attempt to commit crime, possession of blank/multiple credit card. Armani Christian Williams, 22, 1200 N. Dupont Highway, Dover, DE, was arrested and charged with conspiracy, credit card forgery, attempt to commit crime, possession of blank/multiple credit card.
