Health Care Bill Includes Funding for MetroWest Medical Center

MA Legislature passes landmark healthcare legislation that includes support for community hospitals such as MetroWest Medical Center.

BOSTON- Representative David Linsky (D-Natick) joined his colleagues in the Massachusetts Legislature to pass landmark health care legislation. The Honorable Peter V. Kocot Act to Enhance Access to High Quality Affordable Transparent Healthcare in the Commonwealth (H.4617) will ensure residents throughout the Commonwealth have access to quality health care services by supporting community hospitals, increasing the use of telemedicine, containing the cost of drugs, and avoiding surprise out-of-network billing.

This legislation uses $337 million in new assessments to support community hospitals and creates a path to further improve health care infrastructure in the Commonwealth. The bill addresses many areas of health care services that previously prevented citizens from receiving the best quality care possible and increases regulation by the Department of Public Health.

“I am proud to play a part in this necessary reform of health care services in the Commonwealth,” said Representative Linsky. “This legislation is imperative in continuing to ensure all Massachusetts residents have access to affordable and quality health care. I am especially pleased this bill will support the MetroWest Medical Center, both the Leonard Morse Hospital in Natick as well as the Framingham Union Hospital.”

This legislation eliminates out-of-network billing in emergency situations and sets a specific rate associated with average rates and Medicare rates. It also requires the doctor’s office to notify patients of any fees a minimum of five days before the appointment.

The bill also better defines telemedicine and makes it easier to use, as well as prohibits pharmacists from being barred by contract to notify a patient if paying by cash is cheaper than using insurance.

Additionally, the bill reauthorizes the Prevention and Wellness Trust Fund, which aims to prevent common diseases and injuries through promoting workplace wellness programs and increasing healthy behaviors.

This bill now goes before a Conference Committee.
