On Sunday, Feb. 26, Joseph Kelly, 45, of Northborough, was arrested and charged with his second OUI offense. Police were driving on Commonwealth Avenue when they saw a silver Acura TL stopped facing eastbound in the carriage lane. According to police, the lane is restricted to westbound travel and the car was parked facing east directly under a "Do Not Enter" sign.
The vehicle was still running and its lights were on, police said. Officers examined the car and noted that both wheels on the passenger side were damaged and the tires were flat, leading police to believe the vehicle had struck a curb.
