Selectmen Delay Vote On Winterlights Liquor License

The board also voted to expand the advisory committee for the new recreational complex at their Oct. 7 meeting.

NORTH ANDOVER, MA — North Andover's board of selectmen voted Monday to delay a decision on having liquor at the the Stevens-Coolidge Place's Winterlights event. The selectmen received feedback from residents of the area asked for them to reject the special license request, who questioned whether multiple weeks of liquor sales, in a residential area, fit the spirit of special licenses. The selectmen considered granting a license for just Fridays and Saturdays, leaving out Thursday and Sunday, before deciding to table the motion for their next meeting, which is scheduled for Oct. 21.

"The winter lights events run from 5 to 8 p.m. Thursday through Sunday from Nov. 21 to Dec. 29, skipping Thanksgiving," according to the application. This is the second year of the garden holiday light event.

"23 out of 39 days is a quite substantial period of time to be serving alcohol," said Regina Kean, chair of the licensing commission.

The board approved one day licenses for Oct. 13, 14, 19, 20, 26 and 27th fall festivals at the Smolak Farm and granted the Cambridge Sports Union use of Milk, Johnson, Rea and Chestnut Streets for the rollerski race on November 3, 2019 starting at 9:30 a.m. North Andover native film student Chris Daniels was given use of town land to shoot his senior project.

The board also voted to expand the advisory committee for the recreational complex adjacent to the middle school, adding the athletic director and a representative of the senior center, as well as setting the residency requirement for resident representatives to those living within 300-600 of the site.

Health Director Brian Lagrasse updated the board on a new regulation under discussion by the Board of Health to ban vaping product sales outside of "over-21 only tobacco retailers." The Board of Health held a public hearing in September, but has not voted on the proposed rule. The next health board meeting is scheduled for Oct. 24.
