"Is This The Way To Attract Businesses To Town?"

I read about the Community Planning Commission voted to require Starbucks to pay a $10,000 fee for the right to do business in North Reading on Rt. 28.  I have read in many articles how we are trying to attract businesses to North Reading. Do they really think charging a business $10,000 is the way to do it? It will be interesting now to see if the CPC puts this fee on every other new business that opens on Rt. 28. If they do not I would think Satrbucks may have a lawsuit against the town. The CPC can call this what ever they want to. I call it blackmail and this certainly is NOT the way to attract businesses to town.
