TIMING...WIND CHILLS DROP TO 15 BELOW ZERO AROUND RUSH HOUR WEDNESDAY EVENING...AND TO 25 BELOW ZERO BY LATE WEDNESDAY NIGHT. WIND CHILLS SHOULD RISE TO 15 BELOW ZERO BY NOON ON THURSDAY.
