Pipeline Intervenor Information for North Reading Property Owners

The following letter on how property owners can get involved in the Kinder Morgan Pipeline process was submitted by Selectman Jeff Yull.

To the property owners of North Reading:

As most of you probably know Kinder Morgan, Inc. through its subsidiary Tennessee Gas Pipeline L.L.C., plans to construct a natural gas pipeline referred to as the Northeast Energy Direct Project or NED. This is an interstate project that has local, national and international implications.

The local area of concern is the Lynnfield Lateral portion of the pipeline which runs through North Reading. The purpose of the lateral is to connect to an established pipeline in Lynnfield for further distribution. Although the Tennessee Pipeline will follow alongside the electrical grid, in North Reading it will also run through 42 properties of which 30 are private homeowners, and businesses, with the remaining 12 being town own land.

This past Friday, December 11th, the Application Notice for NED appeared in the Federal Register. This began the 21 day process for becoming an Intervenor. Becoming an intervenor allows you to give input to the Federal Energy Regulatory Commission (FERC) of which must be considered before the pipeline can be approved. If you have an opinion of the NED project this is your opportunity to put voice behind your thoughts, but you must register with FERC within 21 days from December 11th.

It is easy for “anyone” to become an intervenor by going to the FERC website link here, then follow the below instructions, but first prepare letter in word format to be ready for uploading:

  • Select: How to Intervene
  • In last paragraph ‘How to file for intervenor status’ Select: efiling
  • Login or eregister
  • After registering select: efiling, then General
  • In ‘What kind of filing are you making’ select: Intervention
  • In filing type, select: Motion to Intervene, then next
  • Enter docket no. CP16-21-000, Click the plus symbol, then next
  • Upload your letter from your PC (word or text documents)
  • Follow prompts, click as individual and NEXT and SUBMIT

Upon completing your submittal you will receive confirmation with a number assigned to your submission by FERC and an email confirmation.

At a previous meeting the Board of Selectmen voted unanimously to become an intervener to ensure the integrity of the Town’s sovereignty is protected. At its upcoming December 21st meeting we will vote on the content of our input to FERC.

From the very beginning your Board of Selectmen has been watching the developments of the Tennessee pipeline and its possible effect on North Reading. As the liaison to the Northeast Municipal Gas Pipeline Coalition (NMGPC) I have attended monthly meetings since July 2014 along with our Town Administrator. We have held two public hearings, had various meetings with Kinder Morgan, have ongoing discussions with our elected officials, and met with property owners directly impacted by the pipeline as currently proposed. We will continue to monitor the progress of the pipeline as it affects our community.
